Um, I think there is a mistake in the explanation. The MINUTE hand sits at the 3, not the HOUR hand (which will be 1/4 of the way between 3 and 4).

The explanation is wrong. At 3:15, on an analog clock, the minute hand sits at the 3, and the hour hand sits a quarter way between 3 and 4. I’m too stupid to do the rest of the math.
